Regulon contains information about real-money gambling. You must be 18 or over to continue.
Curaçao betting sites share a licensing system, yet the licence says little about how each site handles a bettor's money. We considered 23 sportsbooks, and the 6 featured here passed every check on licence, betting rules, withdrawal terms and complaint routes.
Advertising disclosure: we may earn commission from links below. How this works
They still differ on fees, cash out, the markets on offer and where an unresolved complaint can go. This review is written for bettors choosing between Curaçao-licensed sportsbooks.
Each of the 6 sportsbooks below holds an active licence from the Curaçao Gaming Authority (CGA) for its own domain, publishes English betting rules and withdrawal terms, and names where an unresolved complaint can go.
| Sportsbook | Operator | CGA licence | Turnover before withdrawal | Complaint escalation |
|---|---|---|---|---|
Stake | Medium Rare N.V. | OGL/2024/1451/0918 | Each deposit staked at least once | CADRE |
Cloudbet | Halcyon Super Holdings B.V. | OGL/2024/328/0599 | 100% of each deposit, reducible at Cloudbet's discretion | CADRE |
1xBet | Caecus N.V. | OGL/2024/1262/0493 | Stakes equal to deposits, at odds of 1.1 or more | CADRE, for complaints over €500 |
Roobet | Raw Entertainment B.V. | OGL/2024/687/0427 | Each deposit staked once | Resolvo Curaçao |
Shuffle | Natural Nine B.V. | OGL/2024/1337/0628 | Applies, except crypto returned to the same wallet on the same network | The CGA |
Duelbits | Liquid Entertainment N.V. | OGL/2024/1507/0838 | At least 10% of each deposit | The CGA |
Fees, cash out and processing times depend on the site and the payment method, so each has its own section below. The CGA referral used by Shuffle and Duelbits works differently from CADRE and Resolvo, as the complaints section explains.
Curaçao bookmakers are sportsbooks run by companies licensed in Curaçao. The CGA regulates online gaming there under the National Ordinance on Games of Chance, known by its Dutch abbreviation, LOK. Under that system the operator holds the licence, and each player-facing website carries its own certificate. Our guide to the Curaçao betting licence explains how to read the CGA's records.
A sportsbook brand, the company that contracts with customers and the payment processor can be 3 separate businesses. The company named in the account terms should match the operator on the certificate for that website. A processor's address says nothing about the sportsbook's licence.
Curaçao labels can also go out of date. Sportsbet.io, Rollbit, BC.Game and Gamdom now name Anjouan licences in their terms, and 22Bet holds a licence from Kahnawake. The licence that counts is the one in a site's current terms and on its certificate.
Many Curaçao sportsbooks share an account with casino games, but bets settle under the sportsbook's own betting rules. Casino promotions can also exclude sports bets. Bookmakers with a Curaçao licence need comparing product by product, because a shared regulator does not make them interchangeable.
Curaçao sports betting covers far more than football. All 6 take esports bets, 5 offer horse racing, and 5 run markets on politics or entertainment. Shuffle lists more than 20 esports titles.
| Sportsbook | Betting beyond football |
|---|---|
Stake | Horse racing, esports, politics and entertainment specials |
Cloudbet | Horse racing, greyhounds, esports, politics, entertainment |
1xBet | Horse racing, esports, virtual sports, politics and weather specials, pool (TOTO) betting |
Roobet | Horse, harness and greyhound racing, esports, prediction markets on politics, culture and finance |
Shuffle | More than 20 esports titles, Formula 1, golf, novelty bets |
Duelbits | Horse and greyhound racing, esports, politics specials, simulated e-soccer |
Each product can carry its own rules. Stake, for example, publishes separate horse racing rules, so a racing bet does not settle under its football terms. Roobet's prediction markets are yes/no questions on politics, culture and finance, and 1xBet's pool betting pays out of a shared pool rather than at fixed odds.
The 23 sportsbooks we considered came from the brands most often linked to Curaçao and the best-known crypto betting sites. Each had to pass 4 checks before it could appear here.
Of the 23, 6 hold no Curaçao licence, 7 failed on licence clarity or complaint routes, and 2 could not be checked. MelBet passed but is left out because its terms mirror 1xBet's, and Thunderpick is left out because its terms do not bar UK players and allow VPNs. Our licence checks follow the register steps in our methodology. Unlike Regulon's casino reviews, this page did not open accounts or place bets, so every processing time here is the operator's own figure.
Our licensing desk found that each site's CGA certificate covers its exact domain and names the same company as its terms or footer. That match shows who holds the licence for each website, not how reliably a site pays. The profiles run from the clearest outside complaints route to the weakest.
Medium Rare N.V. runs Stake under CGA licence OGL/2024/1451/0918, and the certificate covers stake.com only. Its withdrawal terms pair a deposit turnover rule with fees set at Stake's discretion. Stake's complaints policy sets a written timetable, promising an acknowledgement within 1 week and a decision within 4, before a complaint can go to CADRE (an alternative dispute resolution body).
Its markets reach beyond football to horse racing and politics and entertainment specials. Stake's UK-facing white-label site, Stake.uk.com, left Great Britain in March 2025 after a Gambling Commission investigation. In 2023 the FBI attributed a theft of $41m from Stake to North Korea's Lazarus Group. Stake suits bettors who want a complaints timetable in writing and politics markets, provided they accept discretionary withdrawal fees.
Halcyon Super Holdings B.V. runs Cloudbet under CGA licence OGL/2024/328/0599. Cloudbet says crypto withdrawals are processed within 24 hours of approval, subject to verification. Our payments desk notes that the estimate starts after approval, not when a withdrawal is requested, so any document review still pending adds to the wait. Withdrawals are not always free, and each deposit carries a turnover rule, as the tables below set out.
Its multiple-bet rule keeps an accumulator standing when one leg is void, as the settlement section shows. In tennis, match-winner bets stand once the first set is complete, and a retirement before then voids them. Its separate PRIME rules defer to the underlying bookmakers' rules on corrections, cancellations and voids.
Cloudbet's Welcome Package pays weekly sports cash drops alongside casino rakeback and daily casino cash drops, and only the sports cash drops reward sports betting. Unresolved complaints can go to CADRE. It suits crypto bettors wanting a stated processing time and a named dispute body, provided they accept the deposit turnover rule and possible fees.
Caecus N.V. runs 1xBet under CGA licence OGL/2024/1262/0493, and the certificate covers 1xbet.com. The company is named in the site footer, while the terms text never gives its legal name. Its withdrawal terms combine a deposit turnover rule with a processing window of up to 7 business days.
1xBet adds virtual sports, weather specials and pool (TOTO) betting to horse racing, esports and politics markets. Complaints over €500 can go to CADRE. In 2019 the Gambling Commission warned UK football clubs about promoting 1xBet, which was not licensed in Britain, and the Dutch regulator fined its then operator €400,000. 1xBet suits bettors who want virtual sports, pool betting and specials in one account, provided they accept the deposit turnover rule and a longer processing window.
Raw Entertainment B.V. runs Roobet under CGA licence OGL/2024/687/0427, and the certificate covers 13 domains including roobet.com. It pairs its sportsbook with horse, harness and greyhound racing, esports and prediction markets on politics, culture and finance. Fiat payments cost more than crypto here, as the fees table shows.
Unresolved complaints go to Resolvo Curaçao, and Roobet is the only one of the 6 to name that body. Roobet suits racing and prediction-market bettors who pay in crypto.
Natural Nine B.V. runs Shuffle under CGA licence OGL/2024/1337/0628. Its deposit turnover rule does not apply when crypto is withdrawn to the same wallet address on the same network, although identity verification still does.
For Canadian-dollar accounts, Shuffle says Interac withdrawals take up to 30 minutes. Each transaction can run from CAD5 to CAD10,000 with no Shuffle fee, after Level 2 verification. Those figures cover Interac in Canadian dollars only, not other currencies or crypto networks.
Same-Game Multis carry the tightest rules, because they cannot be cashed out and a single void leg voids the whole combination. Cash out on other bets covers selected markets but excludes outrights and boosted-odds selections. A bettor who wants the option to settle early needs a cash-out-eligible single instead.
Shuffle leans on esports, with more than 20 titles, and also takes novelty bets. Its VIP programme awards 3 XP per US dollar staked on sports, esports and novelty bets at odds of at least 1.1. XP tracks programme progress rather than paying cash. Unresolved complaints go to support and then to the CGA, as the complaints section explains. Shuffle suits esports bettors, crypto bettors withdrawing to their depositing wallet, and Canadian-dollar Interac users in countries it accepts.
Liquid Entertainment N.V. runs Duelbits under CGA licence OGL/2024/1507/0838, and the certificate covers duelbits.com. Some of its pages still show older licence numbers, such as 365/JAZ, and 2 different registered addresses, so the certificate is the reliable reference. Withdrawals go back to the original payment method.
Duelbits pairs horse and greyhound racing and politics specials, such as UK politics and the US midterms, with esports. Complaints go to support, then a formal complaint, and can then be escalated to the CGA. Duelbits suits racing and politics bettors who also want esports, provided they accept a complaint route without an outside dispute body.
| Bettor need | Our pick | Reason |
|---|---|---|
A complaints timetable in writing | Stake | A decision promised within 4 weeks, then CADRE |
A stated crypto processing time | Cloudbet | Within 24 hours of approval, by Cloudbet's figure |
Virtual sports and pool betting | 1xBet | Both sit alongside racing, esports and politics and weather specials |
Prediction markets alongside racing | Roobet | Yes/no markets on politics, culture and finance, plus horse, harness and greyhound racing |
Crypto withdrawals to the depositing wallet | Shuffle | Its deposit turnover rule does not apply to same-wallet, same-network withdrawals |
Canadian dollars through Interac | Shuffle | Up to 30 minutes by Shuffle's figure, CAD5 to CAD10,000 per transaction, no Shuffle fee |
Our position is that none of the 6 is a pick for UK readers, because all of them bar UK customers. For bettors elsewhere, the licence does not separate these Curaçao betting sites. The complaint route and the payment method do. We would start with the 3 sites that name CADRE where a dispute body matters most, and with Shuffle for same-wallet crypto withdrawals or Interac, once you have confirmed the site accepts players from your country. Our guide to restricted countries under a Curaçao gaming licence explains how those lists work.
A licence check needs to cover the exact website as well as its operator. The CGA's official certificate guidance separates a company's licence certificate from the Certificate of Operation that covers a player-facing domain. So the domain shown in the browser needs to appear on a certificate, not just the company name.
Certificates and terms can also disagree. Sportsbet.io's CGA certificate names MBet Solutions N.V., for example, while its terms now name EZ Spins Ltd under an Anjouan licence. In that case the company a bettor contracts with is not the CGA licence holder.
A licence held by a related company does not automatically cover every website in its group. Each website needs its own match on a certificate.
A new brand, a rebrand and an existing casino adding a sportsbook are different things. New Curaçao betting sites count as launched only once customers can actually place bets, so a recent licence or review date does not mark opening day. For new Curaçao bookmakers, published sports rules, complaint procedures and working account controls matter more than a promised app, because they decide how bets settle and disputes run. An established operator's history gives context, but it is no payment record for the new website. Regulon applies the same checks to casino launches, and its findings on each new Curaçao online casino are here.
Eligibility depends on local law and on each operator's own restrictions. Residence and physical location can both count, including while travelling. All 6 featured sportsbooks list the UK, the United States and Australia among their restricted countries. Those lists are contractual restrictions rather than a full statement of each country's gambling law, so a country missing from them is not automatically permitted. Duelbits treats using a VPN to get round its restrictions as a material breach, and winnings can be confiscated.
Sports betting can also be treated differently from online casino play in the same country. For a sportsbook, the sports betting rule is the one that decides.
A Curaçao licence does not authorise online betting services for consumers in Great Britain. The Gambling Commission's online betting requirements apply wherever the operator is based, and the operators it licenses are listed in the Gambling Commission public register. Great Britain means England, Scotland and Wales. Northern Ireland has a separate legal framework, so the Commission's rules do not cover every part of the UK in the same way. All 6 featured operators also restrict the UK in their own terms, and a working website or sign-up form does not override that. Online casinos face the same licensing rule, and Curaçao casinos accepting UK players are covered in this guide.
Prices compare fairly only when the selections match and are taken at about the same time. A football match-result market asks a different question from a to-qualify market, because a team can draw in normal time and still go through on penalties. Prices for those outcomes are not interchangeable.
The table shows how price and a void leg change the return on a winning bet.
| Bet | Stake | Odds | Return if it wins | Profit |
|---|---|---|---|---|
Single | £20 | 1.90 | £38 | £18 |
Single | £20 | 2.00 | £40 | £20 |
Double, second leg void (Cloudbet rule) | £10 | 2.00 × 1.00 | £20 | £10 |
Returns include the stake. A better price raises the return on a winning bet, not its chance of winning.
In a 2-way market priced at 1.90 on each side, each price implies a probability of about 52.63 per cent. Together the 2 sides total 105.26 per cent, an overround of about 5.26 percentage points. That figure is the bookmaker's pricing margin across the market. It does not fix the bookmaker's profit or the loss on any single bet.
Multiples do not share a single refund rule. In Cloudbet's ordinary multiples, a void selection counts at odds of 1.00 and the remaining legs decide the result, as in the double above. Shuffle's Same-Game Multis work the other way, because a single void leg voids the whole combination.
The accepted bet ticket and the market wording show which product and rule set applied when the bet was placed. That record matters most where a website offers several betting interfaces. Keeping it gives a bettor the evidence a settlement dispute turns on.
Cash out is conditional at all 6 sportsbooks and can disappear when prices move or a market is suspended. A cash-out figure on screen is an offer to settle early, not money already withdrawn, and it counts only once accepted.
| Sportsbook | Cash out covers | Exclusions and limits |
|---|---|---|
Stake | Selected pre-match and live singles and multis | Not Same Game Multis |
Cloudbet | Selected singles and accumulators | Not bonus-funded bets |
1xBet | Singles, accumulators and system bets, as bet slip sale | Unavailable if any selection is blocked, and can be withdrawn at 1xBet's discretion |
Roobet | Pre-match and in-play bets | At the sportsbook's discretion |
Shuffle | Selected markets | Not Same-Game Multis, outrights or boosted-odds selections |
Duelbits | Selected pre-match and live markets | Not suspended markets, and can be removed for misuse |
Live betting adds a timing risk. A broadcast can run behind the event, and an in-play bet can face an acceptance delay. The final accepted odds on the ticket are the ones that count, not the price first displayed.
A sportsbook reward has value only when its conditions fit bets you were already planning to make. The featured operators' own rewards, such as Cloudbet's sports cash drops and Shuffle's VIP XP, are set out in their profiles above. Everything below applies to any sportsbook offer, including theirs. Casino bonuses work differently again, and our guide to Curaçao online casinos covers them.
When the promotional stake is not returned, a winning free bet pays only the profit.
| Bet at odds of 3.00 | Stake | Return if it wins |
|---|---|---|
Free bet, stake not returned | £10 | £20 |
Cash bet | £10 | £30, including the stake |
A £10 free bet is worth less than £10 of withdrawable cash. Rewards calculated from turnover, losses or the bookmaker's margin have a different basis again. Their advertised percentage means little until that basis is clear.
The basis of a wagering requirement changes how much has to be staked.
| Wagering requirement | Basis | Amount to stake |
|---|---|---|
5x the bonus | £50 bonus | £250 |
5x the deposit plus bonus | £50 deposit and £50 bonus | £500 |
Minimum odds, excluded markets and expiry rules decide which bets count, and the terms say whether a bet must be placed or settled before the deadline. Some terms go further, as at Roobet, where sportsbook bets are blocked while a deposit bonus's wagering requirement is active. Wagering is money staked rather than a one-off fee, and losses can build up while completing it. Do not raise your normal spending to clear a bonus or reach a VIP tier.
A deposit method does not always come with a matching withdrawal route. The time a withdrawal takes and what it costs both depend on the method chosen. Checking the withdrawal side first avoids a deposit that cannot leave the way it arrived.
Withdrawal time has 2 parts, approval and processing, and every figure below is the operator's own.
| Sportsbook | Processing time, in the operator's words | Verification |
|---|---|---|
Stake | Up to 3 business days for bank transfers. Large crypto withdrawals can be held for manual processing | Identity checks before withdrawal |
Cloudbet | Crypto within 24 hours of approval | Identity checks can apply |
1xBet | Up to 7 business days | Requested documents due within 1 month, or funds may be forfeited |
Roobet | Sent with no processing wait | Identity checks may be required before withdrawal |
Shuffle | Up to 30 minutes for Interac in Canadian dollars | Required, with Level 2 for Interac |
Duelbits | Indicative only, by its own terms | Enhanced checks from XCG 4,000 in total deposits or withdrawals |
At every site, outstanding identity checks can hold a withdrawal before processing begins. Crypto payments can still require those checks, so choosing crypto does not make an account anonymous. For any on-chain payment, the transaction reference shows whether a transfer has been broadcast or is still waiting for the operator's approval. A settlement dispute is a separate stage again, because winnings may not be withdrawable while the bet behind them is unsettled.
Bet and withdrawal limits come in 3 kinds that are easy to confuse.
With a £12,000 withdrawable balance and a £2,000 weekly withdrawal cap, clearing the balance takes 6 weeks before any fees. A large advertised maximum payout does not remove that bottleneck. The cap, not the payout limit, sets the pace. Stake says it sets no maximum withdrawal amount, and Shuffle caps each Interac withdrawal at CAD10,000.
Fees vary by site and payment method.
| Sportsbook | Fees in the operator's terms |
|---|---|
Stake | A listed fee for each coin, such as 1 USDT, plus further fees at Stake's discretion |
Cloudbet | A handling charge of up to 5% reserved, plus flat crypto withdrawal charges |
1xBet | Payment providers may add their own charges |
Roobet | 1% on fiat deposits and 2% on each fiat withdrawal from the 10th in 30 days. Crypto withdrawals carry only network fees |
Shuffle | Vary by method and shown before confirmation. No Shuffle fee on Canadian-dollar Interac |
Network costs and currency conversion can reduce the amount received further.
Cloudbet, Shuffle and Duelbits all work in a mobile browser. Neither Cloudbet nor Duelbits offers an app: Cloudbet warns about downloads claiming to be an official Cloudbet app, and Duelbits says there is none to download. Shuffle's sportsbook runs in a mobile browser with no download needed. When comparing Curaçao betting apps or mobile sites, the accepted bet receipt, full market wording, withdrawal controls and account limits matter more than an install shortcut.
All 6 sites require a complaint to go to customer support first. After that, the routes split between 2 outside dispute bodies and the regulator.
| Sportsbook | Next step after support | Conditions |
|---|---|---|
Stake | CADRE | Rulings bind Stake only on gameplay disputes under USD 5,000 |
Cloudbet | CADRE | After a final response or a reasonable period without resolution |
1xBet | CADRE | Complaints over €500 |
Roobet | Resolvo Curaçao | Binding and free for players |
Shuffle | The CGA | A compliance report, not a ruling |
Duelbits | The CGA | After a formal complaint under its own procedure |
Our complaints desk flags a limit on the CGA route. The CGA supervises operators' compliance but does not handle individual disputes between players and gaming operators. A referral to the CGA is therefore a compliance report, not a claim for repayment. Ask Shuffle or Duelbits support in writing which independent dispute service applies to your account.
A deposit limit set before your first bet is already in place before any losses have a chance to build up. All 6 sites offer self-exclusion.
GAMSTOP blocks only sites licensed by the Gambling Commission, so it doesn't stop access to Curaçao-licensed sportsbooks. If you've self-excluded, opening an account on a site licensed elsewhere would undo that protection, so don't do it. The bookmaker's margin applies to every new bet, so stop at your limit rather than betting to win back losses. GamCare can help with blocking software.
18+. Gambling can be addictive, so set a deposit limit before you play and take regular breaks. For free, confidential support, contact GamCare. To block access to all UK-licensed gambling sites, register with GAMSTOP.
A Curaçao licence alone does not make a sportsbook safe or reliable. What counts is a certificate matching the exact domain and the account-terms company, clear withdrawal and fee rules, and an independent complaints route. A licence match shows who is responsible for a site, not how reliably it pays.
No. A Curaçao licence does not authorise betting services for consumers in Great Britain, where the Gambling Commission's requirements apply. All 6 sportsbooks on this page list the UK as a restricted country in their own terms.
That depends on the tax rules where you live, not on where the sportsbook is licensed. A Curaçao licence does not change a bettor's own tax position. In the UK, individuals do not pay tax on betting winnings.
First check whether the withdrawal is still awaiting approval or verification, because processing estimates such as Cloudbet's 24 hours start only after approval. For crypto, the transaction reference shows whether the transfer has been broadcast. If the delay continues, send support a written complaint with the payment reference, ask for a written final response, then use the escalation route in the terms.
Cloudbet and Duelbits say they have no app, and Shuffle's sportsbook runs in a mobile browser with no download needed. Cloudbet also warns about fake downloads posing as its app.
No. All 6 sites can ask for identity checks before a withdrawal, whatever the payment method. Shuffle's same-wallet exception lifts only its deposit turnover rule, not verification.
No. Sportsbet.io, Rollbit, BC.Game and Gamdom name Anjouan licences in their current terms, and 22Bet holds a licence from Kahnawake. BC.Game gave up its Curaçao licence in December 2024. A site's current licence is the one in its terms and on its certificate, so an older review calling it a Curaçao site may be out of date.
